121401 - There are three steps to the process of creating a data base on the
121402 - Web site that reflects the SDS data base in utility.

121404 -    1.  Manually convert original "line" number anchors from SDS
121405 -        records in documents and other files, into the new linking
121406 -        anchor system that includes creating HTML anchor in a target
121407 -        file if the file has an HTML heading.

121409 -    2.  After SDS link anchors have been created under step 1, we need
121410 -        to use the new conversion tool, 0122, created at ref SDS 18
121411 -        1530, to create HTML files that can be read in a Web browser.
121412 -        This merely requires opening the file from an SDS record, using
121413 -        F1 F2 and pressing F2 to make the conversion.  It takes less
121414 -        than a second for normal correspondence, execpt a few
121415 -        documents need to have supplemental HTML added to turn off
121416 -        "PRE" command and add P paragraph commands so the text will
121417 -        fit the window.

121419 -    3.  Once the data base is created on the h: drive it needs to be
121420 -        uploaded to the Web site and then deleted from the temporary
121421 -        directory on h.  At the same time, a copy is created on the
121422 -        local drive so it can be tested without having to go on-line.

121424 - Step 1 is the most tedious and time consuming because all of the links
121425 - have to be updated for both SDS records and to other external files.
121426 - The SDS record links in turn have a lot of links, and we want to go
121427 - back at least a few levels so if people get interested in a thread,
121428 - they can follow it for a few levels.  The process has to be done
121429 - manually, because the former system permitted knowledge creep that
