120918 - A rule I am coming up with is to avoid double letters such as FFBC or
120919 - BCCF or BCFF.  I am not sure why this is a good rule except it may
120920 - imply some structure that is not intended.  It may be easier to
120921 - remember letters or to apply them if there are differences.  Of
120922 - course this causes difficulty in having consistency in use of letters
120923 - at comparable levels for comparable activities.  Actually, I wound up
120924 - abandoning this rule because it is impossible to follow in trying to
120925 - achieve consistency between WBS levels.

120927 - Decided to swap the order of training or at least of listing the
120928 - training for inspection, safety, CCA and RMS.  CCA and RMS had been
120929 - shown first, as a foundation for inspection and safety.  I changed it
120930 - today because inspection and safety are the ultimate deliverables and
120931 - CCA and RMS are objectives and methods.  Eventually, Inspection
120932 - training should include CCA and RMS by definition, so these may fall
120933 - away.  Inspection is ahead of safety even though safety is a top
120934 - priority in the District, because inspection activity is the basis for
120935 - safety.
