040901 - Initially I demonstrated SDS and explained POIMS.  Briefly reviewed
040902 - favorable results at PG&E using SDS on a contract with California
040903 - Department of Water Resources, ref SDS 1 line 60.  Similar results

040906 - Randy has a good grasp of PM procedures.  Like everyone, he is strug-
040907 - gling with the details along the Information Highway.  During the SDS
040908 - demonstration, Randy indicated familiarity with POIMS management
040909 - principals.  I noted that using POIMS on behalf of STS would reveal
040910 - the full power of integrating time and information uniquely available
040911 - in SDS, as shown at PG&E, ref SDS 3 line 105.

040913 - Randy said STS' prospective project with the State (explained at ref
040914 - SDS 5 line 31, and ref SDS 4 line 21) is expected to start in
040915 - January.  He has bid $53 per hour (including burden, G&A and profit)
040916 - for 8,000 hours or so over 30 months.  It will allocated mainly
040917 - between a PM and a Contract Manager.  STS will allow for some upper
040918 - management time at $80 per hour, but this seems less than 10% of the
040919 - budget.  He is considering a lawyer for the contract manager. Randy
040920 - expects STS will have an initial heavy work load in the first 3 - 4
040921 - months of the project to define the vendor's scope and get the
040922 - project launched properly.

040924 -     This presents a marketing opportunity, since it is unlikely a
040925 -     "re-engineering" project will go exactly as envisioned.  In fact
040926 -     a major object is to shape the vision to fit the realities of
040927 -     time, budget, staff and technology.

040929 - I recommended that Randy talk to Bill DeHart for the PM assignment,
040930 - since Bill has a good PM reputation within the State from the CDWR
040931 - job, and because the $75K is about right when added to Bill's
040932 - retirement.  Bill has a PMP title from PMI, and the experience to
040933 - deal effectively with large organizations.  I am not sure if the
040934 - January start will work for Bill, but I will present it and see if he
040935 - is interested.

040937 - The contracts management job on a part time basis would be okay for
040938 - me, since it would entail an initial 2 - 3 month heavy focus, then
040939 - require only periodic support.

040941 - There is no money for a computer.  This provides an opportunity to
040942 - negotiate for a workstation and other business support systems (copy
040943 - machine, fax, internet, etc.,) as part of implementing POIMS tech-
040944 - nology.  We can demonstrate SDS and explain it can easily be imple-
040945 - mented with a budget that is less than the difference between STS and
040946 - the second bidder.  The record of acceptance at CDWR could assist in
040947 - gaining approval of this new method which promises much better
040948 - results than any other consultant can provide.

040950 - Randy seems open to using SDS.  He asked if I have worked specifical-
040951 - ly with a State standard contract.  I explained my work on State of
040952 - California projects, e.g., Dynamometer, Hood Trestle on the
040953 - Sacramento River, Pier 11 Fender Reconstruction, all of which were
040954 - public bid and awarded under a standard contract.  Randy is unsure if
040955 - this experience is adequate for his assignment.

040957 - His next step is to select the project team, and then have the team
040958 - meet to review STS's approach to dealing with the client and the
040959 - project.  It sounds like the State intends to interview the 3 low
040960 - bidders very soon, if they want the contractor to start work in
