SUBJECTS
PG&E submit induction study

0803 - ..
0804 - Summary/Objective
0805 -
080501 - Follow up ref SDS 5 0000, and ref SDS 9 0000.
080502 -
080503 - This is Action Item #17 from meeting in Sacramento at ref SDS 1
080504 -
080505 - Maria and Greg presented PG&E's report and explained its findings.
080506 -
080507 - Don Tribble noted that OSHA uses 50 volts to require mitigation for
080508 - steady state induction. The study indicates a maximum of 17 volts can
080509 - be induced onto the pipeline on this project.
080510 -
080511 - Steve Burke said CDWR has performed studies showing soil along the
080512 - pipeline conducts electrical current differently and different
080513 - locations.
080514 -
080515 -
080516 - Fault Conditions - Risk Management
080517 -
080518 - Don indicated CDWR could develop personnel procedures to address
080519 - induction onto the pipeline under fault conditions. Steve noted that
080520 - valves for servicing the system are not insultated; he feels a ground
080521 - mat could drain cathodic protection CDWR is providing for the
080522 - pipeline. Don said the pumping plants will have a large grounding
080523 - grid.
080524 -
080525 - Steve said CDWR facilities have been hit by lightening and no
080526 - personnel have been injured. He feels this indicates CDWR is
080527 - designing its facilities to accomodate current induced onto the
080528 - pipeline under fault conditions.
080529 -
080530 -
080531 - Impact on Coating
080532 -
080533 - Maria advised that PG&E was unable to develop calculations for the
080534 - specific coating used on CDWR's pipe. The specification furnished by
080535 - CDWR, ref SDS 4 line 661, did not provide the information needed to
080536 - make this calculation.
080537 -
080538 - Steve thinks the coal tar coating on CDWR's pipe, is more durable
080539 - than the fusion bonded epoxy coating PG&E uses on its pipe lines.
080540 -
080541 -
080542 - Lori asked about mitigation.
080543 -
080544 - Maria passed out photographs of PG&E switchyards. "Platforms" are
080545 - shown at ground level which provide insulation for workmen. She
080546 - advised that PG&E considers each project separately.
080547 -
080548 - Steve Burke mentioned a number of features on the CDWR project
080549 - which can be considered on this point. He feels other solutions
080550 - are needed for CDWR's situation. Don Tribble explained the
080551 - "platforms" PG&E uses at its switchyards, will not work well on
080552 - CDWR's project.
080553 -
080554 - Kevin Coffee explained the PG&E study provides valuations of
080555 - induced current, so that CDWR can design its work. Actual impacts
080556 - depend on the location of the project, design and use parameters
080557 - relative to CDWR's risk management program. The discussion today
080558 - showed various aspects of CDWR's Coastal Branch project may warrant
080559 - investigation relative to the study. PG&E cannot recommend speci-
080560 - fic mediation, since that is an integral part of CDWR's project
080561 - design.
080562 -
080563 -
080564 -

2308 - ..
230801 - Followed up Action Item #1 from Oct 5 progress meeting,
230802 - ref SDS 4 line 126, discussed at ref SDS 4 line 291, and at
230803 - ref SDS 4 line 301.
230804 -
230805 - Scheduled meeting to evaluate Energize and Test, Line Protection
230806 - (discussed at ref SDS 3 line 119, Communications, ref SDS 7 line 111),
230807 - relative to PG&E contract completion targets. CDWR's communication
230808 - phone system for transfer trip, discussed with Lori at ref SDS 11 line
230809 - 77, requires analysis.
230810 -
230811 - Lori called Lonnie Essage. He will not be resident at the
230812 - Coastal Aqueduct project until Jan 95 because his work at another
230813 - project is not far enough along yet. He expects to visit the
230814 - Coastal Branch project a few times over the next 2 months. Upon
230815 - discussion there was agreement for PG&E to meet with Lonnie and
230816 - Bob Grotheir at the project site later in November. Lonnie will
230817 - call Lori to finalize date and time.

SUBJECTS
Interface with CDWR Activities

2504 -
250401 - Lori said she recently discussed the interface of PG&E's work with
250402 - CDWR management. CDWR confirmed that PG&E should construct its work
250403 - indpendent from CDWR's other contracts and activities, so that PG&E
250404 - complete according to its contract, as discussed previously at ref SDS
250405 - 2 line 164.
250406 -
250407 -
250408 - Three Plants - Initial
250409 -
250410 - Inquired about scope of CDWR schedule tasks #8 and #9, per ref SDS 4
250411 - line 221. CDWR's Design and Construction Schedule dated Aug 11, 1994,
250412 - shows these tasks to begin Jan 13, 1994 and complete Apr 28, 1995, see
250413 - ref DRP 2 line 21:
250414 -
250415 - Steve Burke said that task #8 on the CDWR's schedule "Three
250416 - Plants - Initial, includes concrete foundations.
250417 -
250418 - Lonnie said task #8 is only underway at Polonio Pass pumping
250419 - plants. There is some work going on at Bluestone, but nothing
250420 - at Devils Den.
250421 -
250422 - Bill DeHart mentioned being at the site last week, and observing
250423 - at Devils Den, that some grading seems to have been done at the
250424 - pumping plant site, ref SDS 6 line 192.
250425 -
250426 - If the scope of work for each plant requires the full period allotted
250427 - in CDWR's schedule, then some adjustment may be needed to accomodate
250428 - actual progress. If construction of each plant requires less than 6
250429 - months, then no adjustment is needed.
