- Follow up
-
- Alex feels my memos are coming too frequently. He cited the memos
- for....
-
- 891103............................. ref SDS 3 0001
- 891107............................. ref SDS 4 0001
- 891108............................. ref SDS 5 0001
-
-
- Alex believes verbal discussions are better for routine coordination
- and do not require much written confirmation. This is similar to Bill
- Ma's point the other day that verbal exchange occurs "...20 times
- faster," and aligns with record on 890809 that executives feel there
- is not enough time for intelligence. ref SDS 2 8211 He said that
- where there is new or additional information, this can be presented in
- discussion with very occassional confirmation memos. Alex cited the
- memo on the discussison with Anne Blackman on 891112, ref SDS 6 0000,
- as a correct use of the memo method of communication, yet even here,
- it is not clear why under this theory that the information in the memo
- could not simply have been stated.
-
- The reason is to be sure all points are made. In a verbal exchange,
- there is a tendancy for discussion on some matters to prevent
- discussion of others due to simply forgetting about them, time
- constraints, or emotional tension caused by preceeding events that
- render further discussion impractical.
-
-
-
- Alex mentioned Bill Ma's point at the coordination meeting,
- ref SDS 4 line 70, that Roy should prepare meeting notes and that this
- implied Roy's would be the only notes distributed. What then was the
- purpose of my notes at ref SDS 4 line 61?
-
- I explained that the primary intent of the memo was to convey
- important procedureal and coordination matters raised by Bill and
- Alex after Roy left the meeting. Besides what was specifically
- said during the meeting, clarification and implications are set out
- in the memo which in my view require consideration.
-
- Additionally, comparing Roy's notes with mine show some important
- points were omitted from each, but together, they comprise a good
- source for the understandings reached, so there is less chance
- for error and ommission.
-
- I explained that written material forms the basis for a controlled,
- thorough discussion rather than one that wonders and becomes dis-
- tracted by the stress and heat of dialog. It also provides
- carefully thought out analyses similar to mathamatical calcula-
- tions, in contrast to mere hunches that result from discussion.
-
-
- Alex makes a good point that others must read the material and this
- engages valuable time. He feels detailed memos are more applicable
- to a project environment where there are adversarial parties
- involved. Thus, we have the distinction between internal and
- external management.
-
- He indicated that where memos are needed, they should contain less
- reference and background data.
-
- This can be accomplished by simply deleting the reference section
- and some of the background narrative so the recipient sees only the
- main points. I pointed out that sometimes the background is just
- as important as the main point, because it gives context. I think
-
-
- Alex generally agrees, but cited the above cases where the memos for
- ref SDS 3 - 3, were issued within the space of a day. He feels this
- is too much.
-
- We had a lively and informative exchange. Alex at one point
- indicated he likes to work by commenting on written ideas but he
- limits this to the end product for the client. He feels the HPS
- management and administrative process by which the end product is
- achieved, should not be handled in such a laborious manner.
-
- I explained that one purpose is to disclose the extent to which the
- parties have effectivley communicated. Alex feels this is estab-
- lished from the end product. This sounds similar to telling someone
- how the building should look instead of giving them some plans and
- specs to confirm objectives; then judging how well they understood by
- inspecting the thing when it is finished.
-
-
- Conclusion
-
- The bottom line is exercising judgement. Distinguishing the
- different levels of background for different management levels.
-
- Maybe it is a good idea to edit the record for management so they
- only see the ultimate point. They then want to discuss the point,
- and sometimes the nature of the issue is so complex that to
- adequately consider it, requires a written analysis, rather than a
- verbal exchange, or at least this should be part of the mix.
