Dear Doug,

Congratulations on progress with the project, reported in the meeting on October 17, 2000. Sounds like you are assembling a strong team.

The launch plan you submitted today shows good promise. Phase II and III need more specifics; however, your proposal for a KM role and support teams is fundamentally sound. You will see, if time permits, that I return to familiar themes of ontology and defining knowledge. Everyone struggles with these issues. My sense is there is enough in the record to do the work up on knowledge. Subjects are more difficult; but, there are ways to approach it that may fit your program.
