Since you are meeting with DE this morning, you might take the Com Metrics report to the meeting, and place it on the table so he can see it, but don't present it as an agenda item.
If DE asks about it, you can say you were not planning to discuss it unless time permitted, but that it is an initiative you are working on with Max that was reviwed last week by Erik.
The goal is to add some business metrics to communications similar to cost and schedule control. HQ reviewed your report in January and said it is a way to solve information overload.
This would give DE a heads up, so your memo does not come totally out of the blue.
If time is limited, you can say your report is on the Internet, and you can send the DE a link to it and to Erik's review, or visit with him later at a convenient time.
If he wants a quick overview, show him Max's memo in Appendix A, and the first para of the Executive Summary.
