Subject: Evaluation and Recommendations re Communications Metrics

  1. Per request of Mr. Singh, Acting Deputy Division Chief, we performed an informal review of the Communications Metrics information management technique/product and benefits. Our conclusions are that this information management tool/technique clearly has the capability to enhance the organization, retrieval, and effective use of information in an environment rapidly approaching information overload, but that the means (technology and costs) needed to achieve these enhanced information management capabilities are significant.

  2. Overall, we recommend that our informal analysis (encl 1) along with various background information from The Welch Company and San Francisco District personnel (encl. 2) be provided to the HQUSACE Directorate of Information Management for their review and consideration for any potential further testing or use in USACE. This Communications Metrics tool/technique is designed to support the management of information for any complex, critical issue ranging from policy development, systems development, to internal office strategies. It is not specifically designed for construction management. Accordingly, any further review and testing of Communications Metrics in USACE should be under the lead of the Directorate of Information Management.
